The easiest way to know if you should use who or whom in a question is to answer the question. If you answer with "him" or "her" use "whom." (Consonant endings stick together.)
If you answer with "he" or "she" use "who." (Vowel endings stick together.)
Examples:
The letter was addressed to whom? The letter was addressed to him.
Who wrote the address on the letter? He wrote the address on the letter.
Whom is the cake for? The cake is for her.
Who made this delicious cake? She made the cake.
